SLR is delighted to welcome Senior Regulatory Specialist Don Gonyea to our Glastonbury, Connecticut office. With over thirty years with the Connecticut Department of Energy and Environmental Protection (DEEP), Don brings a unique insight into compliance and permitting that will be especially helpful for our municipal and industrial clients in Connecticut.

Don’s regulatory expertise will initially focus on addressing Connecticut’s recently revamped discharge permit management that shifted management to the local Publicly Owned Treatment Works (POTWs) to take over the primary responsibility for managing discharge permits for many categories of pretreatment discharges. Since this role had previously been provided by the state for the past 40 years, local sewer commissions and POTW operators have needed guidance and support for their operations. Don’s expertise in this area will be immediately of use.

Don will work with clients to provide a range of services including developing strategies for managing notifications submitted under the recently adopted Miscellaneous Industrial User (MIU) General Permit. Services can range from basic management of submittals to full programme development including:

  • Recommending enabling ordinances,
  • Developing standards for processing requests for variances,
  • Managing the submittal of notifications required by the CTDEEP,
  • Conducting facility inspections,
  • Integration with the municipality’s FOG Programme.

Proper administration of the MIU General Permit can allow cities and towns to grow their economic base while assuring the safety of municipal workers and compliance with their POTW’s permit requirements.
