Part 1 Amendment for the Kentani Cluster and associated infrastructure, Free State

The “Kentani Cluster” comprises eight (8) solar photovoltaic (PV) projects and their associated infrastructure, including powerlines (listed below). Each project received its own Environmental Authorisation (EA) in June 2016 from the Department of Environmental Affairs (DEA), now known as the Department of Forestry, Fisheries and the Environment (DFFE). The projects are situated within a Renewable Energy Development Zone (REDZ) near Dealesville in the Free State Province.

The authorised validity period for the construction of all Solar Energy Facilities (SEFs) and associated electrical infrastructure within the Kentani Cluster is set to expire on 6 June 2026. A Part 1 Amendment process is required to extend the authorised validity period for the construction of the Kentani Cluster projects as listed above, by an additional ten (10) years. Furthermore, recent advancements in PV technology present an opportunity to increase the export capacity of the SEF without expanding the approved development footprint. Significant improvements in PV module efficiency and associated plant components over recent years enable greater electrical output to be generated from the same land area. Finally, updating the wording of condition 2 in the EA is required, specifying the connection solution of the grid line from the on-site substation to the Artemis Main Transmission Substation.
SLR Consulting (South Africa) (Pty) Ltd (SLR) has been appointed as the independent Environmental Assessment Practitioner (EAP) by South Africa Mainstream Renewable Developments (Pty) Ltd to undertake the Part 1 Amendment for the Kentani Cluster Solar PV and associated gridline projects
Status
Notice is hereby given, in terms of the EIA Regulations, 2014 promulgated under NEMA, that the Motivation and Specialist Reports prepared for the above-mentioned project has been made available for a 30-day public review and comment period from 4 June 2026 to 5 July 2026.
Should you and/or your organisation wish to comment on any aspect of the Amendment process, comments should be forwarded to SLR by no later than 5 July 2026.
