Scaw - Refurbishment of an Electric Arc Furnace at Meltshop 3 and Increase the Capacity at the Narrow Strip Mill

Scaw South Africa (Pty) Ltd (Scaw) is part of an international group that manufactures a variety of steel products including rolled products and scrap processing.The facility is located in the City of Ekurhuleni Metropolitan Municipality, Germiston, Gauteng on Portion 250 of Farm Elandsfontein 108 IR and Erf 131 Junction Hill Township IR.

Scaw operates under an existing Atmospheric Emissions Licence (AEL) in line with Section 21 of the National Environmental Management: Air Quality Act 39 of 2004 (NEM: AQA). Scaw is proposing to:

  • Replace the Electric Arc Furnace (EAF) at Meltshop 3 (MS3); and
  • Increase the re-heat furnace capacity at the Narrow Hot Strip Mill (NHSM).

The above two activities constitute “the proposed Project.”

Prior to the commencement of the proposed Project, the following is required:

  • An Environmental Authorisation (EA) in terms of the National Environmental Management Act 107 of 1998 (NEMA) for activities in Listing Notice 1, 2014 (Government Notice R 983 of 2014). The Regulations being followed are the Environmental Impact Assessment Regulations, 2014 (GN R 982 of 2014), as amended (EIA Regulations, 2014); and
  • An AEL Variation in terms of Section 21 of NEM: AQA.

SLR Consulting (South Africa) (Pty) Ltd (SLR), an independent firm of Environmental Assessment Practitioners, has been appointed by Scaw to manage the environmental authorisation process.

Notice is hereby given of the intention to make an application for Environmental Authorisation and undertake a public participation process in terms of the Environmental Impact Assessment (EIA) Regulations, 2014 (GN R 982 of 2014) promulgated in terms of the National Environmental Management Act, 1998 (No. 107 of 1998) (NEMA).
