Challenge

Te Kāika is a charity founded by Ōtākou Health Limited with a vision to bring low-cost healthcare and social services to Dunedin’s most vulnerable residents.

Solution

We assisted Ōtākou Health Limited with obtaining the required resource consent for the proposed Te Kāika Wellbeing Hub, requiring nearly two years of ongoing planning support. Our involvement supported the project throughout the initial planning due diligence phase, as well as the design discussions, community engagement, and ultimately preparing and submitting the resource consent application. The resource consent was approved on a limited notified basis.

Being situated in a Residential Zone, the resource consent process involved extensive consideration and discussion of District Plan rules and policies. It also included various transportation and urban design challenges that our team and the wider project team navigated from start to finish.

Impact

The approved resource consent allows for the expansion of existing ‘wrap around’ health and social services on site and provides for the establishment of a new Kaupapa Community Support Services facility, which will bring a significant boost to social and health services for vulnerable communities in South Dunedin and the wider city. The proposal also represents a catalyst for positive change in the Caversham local centre and broader area. The new Te Kāika Wellbeing Hub is currently under construction and is aiming to be open in 2024.
