Challenge

Queensland’s End of Waste Framework aims to promote resource recovery opportunities and to turn the perception of waste into something that is a valuable resource. The framework provides a process for the development of new markets for recovered waste materials.

The framework has been legislated for several years, but a review of its efficacy and implementation had not been undertaken. SLR were engaged to undertake a review of the framework, to assist industry groups and those operating under various codes and approvals to further understand the framework.

Solution

SLR developed a clear stakeholder engagement framework and interviewed a range of Departmental and industry stakeholders to identify key issues. Our team undertook a review of the legislative framework, including original intent, the framework replaced, and whether the objectives were being met. SLR then analyzed the findings and identified a series of areas for improvement or refinement in collaboration with the Department.

Impact

Our work presented a clear analysis of key issues and opportunities in the framework. A series of recommendations were made to the Department to improve resource recovery outcomes and to assist industry groups and those operating under various codes and approvals to further understand the framework.
