Biography
With over 25 years of environmental experience as a consultant and public servant, Stuart has nearly 20 years as an environmental advisor (at various levels) looking after the Strategic Road Network, most recently with National Highway’s (and its predecessor organisations). Stuart is an expert technical advisor for infrastructure projects in England, Wales, Scotland, and Northern Ireland, including on environmental impact assessment (EIA), Habitats Regulations Assessment (HRA) and, biodiversity assessments. He has provided expert environmental advice to Government on the development of legislation including various EIA statutory instruments and most recently on aspects of the Environment Bill.
