EnviroServ - Holfontein Hazardous Waste Facility Expansion, Gauteng Province

The Holfontein Hazardous Waste Management Facility (HHWMF) operation has utilised the full footprint of the licensed facility, with landfill Cell 11 currently being developed as the last portion of the site with immediate usable airspace. EnviroServ proposes to expand the existing, licensed HHWMF to accommodate future incoming waste volumes. At the existing, licensed HHWMF the development of all existing and proposed waste cells has already been approved.
The expansion of the HHWMF on to the adjacent property will be known as the Holfontein Expansion Project (the Project, hereinafter). The Project does not fall into the currently licensed HHWMF footprint and, as a result requires the necessary Environmental Authorisations.
The Project comprises the development of a new Class A waste disposal cell named Cell 13 and additional liquids management facilities (Contaminated Storm Water Dams (CSWDs), effluent treatment facilities, leachate dams etc.).Cell 13 and the additional facilities are planned to be placed to the southwest of the existing HHWMF, to be developed on EnviroServ’s Farm Holfontein 71 IR portions 48 & 74 (Quarry 1), portion 72 (Ericsons quarry) and portion 39.
It is important to note that the new CSWDs will consist of a series of dams within the Project footprint area. These dams along with the existing dams will cater for the entire site.
Similar to the above, the new leachate facility and collection system will cater for leachate arising from the new Waste Cell 13. The new leachate impoundment facility in combination with the existing Cell 7 will cater for the leachate for the entire site.
Wastes will be managed in accordance with procedures advocated by the waste management hierarchy and legislation.
The proposed Project will comprise of the following infrastructure that can receive, store, re-use, recycle, recover and treat Type 1 hazardous wastes approved for disposal.:

SLR Consulting has received feedback from the Department of Forestry, Fisheries and the Environment (DFFE) Waste Directorate on the submitted application for Waste Management Licence (WML) for the proposed Holfontein Expansion Project.
DFFE has granted the WML for the proposed Holfontein Expansion Project based on the information provided in the Environmental Impact Report and supporting documentation, and subject to compliance with the Environmental Management Programme (EMPr) and conditions of the WML.
This authorisation is in terms of the National Environmental Management: Waste Act (NEMWA) (Act 59 of 2008, as amended) and is based on the relevant Listed Activities in Category B of Regulation 1757 of 2022 (considering Regulation 921 of 2013 and Regulation 1094 of 2017). Please find the full WML (12/9/11/L231218161237/3/N) from DFFE dated 19 June 2026 and received on Monday 22 June 2026 for your information.
Should any person wish to lodge an appeal against this WML or any aspect of this decision by DFFE Waste Directorate, then the appeal must be submitted to the Director: Appeals and Legal Review at DFFE.
