Sheila is a senior resource and environmental management leader with over 20 years’ experience driving large-scale change across the public sector. She combines deep technical expertise with strategic insight gained through a senior leadership role within a high-performing Scottish local authority.
She has a proven track record in designing and transforming waste and recycling services, leading complex programmes spanning service delivery, asset and infrastructure planning, regulatory compliance, and statutory performance. Sheila brings strong commercial awareness to public sector challenges, aligning operational performance with long-term value, resilience, and sustainability.
Her work includes strategic planning, programme and project leadership, and the development of ambitious yet deliverable strategies addressing climate change, net zero, waste prevention, resource management, and the circular economy.
At SLR, Sheila supports public and private sector clients through the delivery of Waste and Recycling Service and Asset Reviews, procurement support, and contributions to the development of national best-practice guidance. Her experience also includes landfill, energy-from-waste, and recycling capacity and readiness assessments.
Sheila is driven by impact, working closely with clients to unlock practical, cost-effective, and future-ready solutions, helping organisations accelerate transformation, de-risk investment decisions, and deliver measurable progress towards net zero and circular economy ambitions.
