Challenge

The Parron Maam Marang Farm project proposes the development of 78 wind turbine generators across an 8,392 hectare site in the Shire of Dandaragan. The project will generate up to 470 megawatts of renewable energy for the South West Interconnected System (SWIS), supporting Western Australia’s green energy transition.

The development includes wind turbines, substations, internal access tracks, meteorological masts, laydown areas, and a maintenance facility. Turbines have been carefully sited to avoid native vegetation and minimise landscape and amenity impacts.

The Parron Maam Marang Farm is also supported by the April 2026 approval of a worker accommodation facility in Badgingarra, which is expected to support local businesses and deliver benefits to the community during construction and beyond.

Solution

The SLR Planning team led the Development and Aboriginal Cultural Heritage regulatory approvals processes. The team prepared the Development Application, providing strategic planning advice, site and context assessment, planning justification, and coordination of technical consultants.

The proposal was supported by comprehensive studies, including environmental, landscape and visual, noise, bushfire risk, and traffic assessments.

The team also managed the community and strategic stakeholder engagement programme, underpinned by early and ongoing liaison with the Shire of Dandaragan, Main Roads WA, PoweringWA, Western Power, surrounding landowners, the Yued Aboriginal Corporation, and the broader community. A Community Benefit Framework was developed in accordance with the Clean Energy Council’s Benefit Sharing Options for Community to guide long-term community benefits.

Our team oversaw Aboriginal Cultural Heritage approvals through engagement with the Yued Corporation, supporting relationship development between the proponent and the Yued people and identifying future partnership opportunities capable of delivering intergenerational outcomes.

Impact

In March 2026, the Parron Maam Marang Farm entered into a long-term Power Purchasing Agreement to supply Synergy with renewable energy for the State.In April 2026, the Parron Maam Marang Farm was announced as one of five WA State Government Priority Projects that will critically support Western Australia’s transition to low emission green energy generation.In May 2026 the project was announced as one of ten successful WA renewable energy projects under the Commonwealth Government Capacity Investment Scheme.

The proposal builds on over 15 years of planning history, updating and expanding previous approvals to enable full-scale renewable energy generation. The application demonstrated strong alignment with state and local planning policy, achieved positive community and stakeholder feedback, and addressed technical and amenity considerations through design refinements and mitigation.

Council officers recommended approval, acknowledging the project’s low impact and substantial benefits. The project is expected to deliver long-term economic benefits to local communities and contribute to Western Australia’s clean energy goals.
