Environmental outcome reports: Roadmap to reform

The UK government is reforming its environmental assessment system to align planning with national environmental priorities, accelerate development, and improve environmental outcomes. These reforms centre on replacing the current Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) regimes with a new Environmental Outcomes Reports (EOR) framework by the end of 2027.

Louise Dow

Regional Business Lead for South West and Wales

Biography

Louise Dow is SLR’s Regional Business Lead for South West & Wales. She drives strategic growth across the region by empowering teams, strengthening client partnerships, expanding market presence, and aligning regional delivery with SLR’s broader EMEA strategic growth objectives.

Louise is a Chartered Geologist with 24 years of consultancy experience, specialising in leading multidisciplinary teams across major land development, infrastructure and regeneration programmes. She also sits on the Chambers Wales Advisory Board as Construction and Sustainability Chair, providing strategic insight and guidance on the construction and sustainability sectors.

In addition, Louise serves as a voluntary Governor for Neath Port Talbot Group of Colleges, championing skills development and supporting the college’s mission to enhance education for everyone. She is also a member of the Business in the Community (BITC) Leadership Board in Wales, helping to drive responsible business practices and strengthen social value across the region.
