Environmental Impact Report Preparation

The County of Sacramento supported preparation of an Environmental Impact Report (EIR) for a quarry developer in the Sacramento area. The proposed project included a 350 million ton hard rock quarry, an aggregate production plant, a ready mix facility, a hot asphalt mix plant, and a concrete materials recycling facility.

Our role

SLR was retained to provide technical support to the County in preparing the EIR.

SLR provided technical review, independent analyses, impact evaluations and the establishment of mitigation measures, in the aspects of geology and hydrology, mining, surface and groundwater quality, mine water balance, air quality, and noise and vibrations.

SLR prepared independent evaluations of the operational and closure water balances and conducted geologic and hydrogeologic interpretations to explain field observations that appeared to conflict with studies done on adjacent properties. SLR reviewed and evaluated available information and reports, identifying deficiencies and inaccuracies.

SLR then worked with the County to get these resolved and prepared draught sections for the EIR. SLR also managed input of subcontractors who provided similar services in the areas of air quality, noise and vibrations. The EIR was ultimately certified.
