Challenge

The project represented a rare opportunity to redevelop one of the largest landholdings in Sutherland Town Centre and deliver much-needed housing, including affordable housing, alongside a new supermarket and retail precinct.

The project needed to navigate the newly introduced HDA nomination and assessment pathway for concurrent rezoning proposals within a rapidly evolving strategic planning environment. The development also had to be carefully staged to allow Coles to continue operating throughout construction, creating significant servicing, access and operational challenges.

Solution

SLR guided the project from Housing Delivery Authority (HDA) nomination, to extension of SEARs, through to lodgement of the State Significant Development application, providing strategic planning advice and coordinating the multidisciplinary inputs needed to keep the project moving efficiently.

Our team worked closely with the Department of Planning, Housing and Infrastructure and Sutherland Shire Council, helping shape the planning strategy and advising on the rezoning outcomes required to support the project's vision, which seek a 70% increase in FSR and commensurate building height.

Drawing on expertise across planning, urban design, landscape, sustainability and environmental disciplines, SLR coordinated the technical studies and specialist inputs needed to inform the design and support the application.

Impact

The proposal will deliver 360 new homes, including 54 affordable housing dwellings, helping address housing demand in a highly accessible location close to public transport, jobs and services.

The redevelopment will also revitalise a prominent town centre site, delivering a new supermarket, retail and commercial space, improved public realm outcomes and increased activity within the centre. As the first major redevelopment of its kind in Sutherland Town Centre, the project will play a key role in shaping the area's future growth and renewal.

The application is currently under assessment, with SLR continuing to support the project through the approvals process.
