The success of an onshore wind projects is rarely defined by a single issue, but by a complex set of interconnected ‘critical paths’. This includes grid connection and network capacity, planning and environmental approvals, community and stakeholder acceptance, ecology and biodiversity considerations, engineering and constructability constraints, and land access and tenure arrangements.

In part one, Esther Diffey explored how engaging early and often with communities is a critical path to success for onshore wind projects. In part two, Esther will dive into the practical steps developers can take to ensure this engagement is meaningful and effective.
Onshore wind farms become part of the social, environmental, and economic fabric of a region. They will influence local identity, perceptions of land use, employment opportunities, community investment, and the way people experience and connect with their local area.
In social performance, perceptions matter. Whether impacts are perceived or actual, community concerns are real and have tangible consequences for trust, project reputation, and social licence. Successful proponents recognise that addressing community sentiment is not about correcting or dismissing concerns but understanding their origins and working collaboratively to identify appropriate mitigation measures and pathways forward.
This is why early social risk assessment and ongoing sentiment analysis are critical, as discussed in part one of this article. Community priorities, expectations, and concerns change throughout a project's lifecycle, requiring developers to continually reassess risks, opportunities, and definitions of success alongside the communities in which they operate.
Engagement should not be viewed as a regulatory requirement or project workstream undertaken to satisfy approvals obligations. Rather, it should be embedded as a core business strategy that supports project delivery, risk management, reputation, and long-term social licence.
The most successful projects prioritise what communities care about early, invest in relationships before issues emerge, and recognise that trust is built through transparency, consistency, and delivery over time. Effective engagement creates opportunities to identify social risks before they escalate, better align project outcomes with community expectations, and improve decision-making throughout the project lifecycle.
As highlighted in part one of this article, early engagement is essential. Initiating conversations with stakeholders at the earliest stages of project development, before key decisions are finalised, demonstrates openness and allows communities to have a meaningful voice. This approach helps to identify potential concerns promptly, enabling developers to adapt project design where possible. Importantly, early engagement can identify and include people who may be indirectly affected by a project, whose voices are less vocal and visible, but equally relevant.
Engagement should also be continuous, rather than limited to key milestones. Maintaining open lines of communication throughout the project lifecycle, from feasibility to operation to decommissioning, helps to build long-term non-transactional relationships and can reduce the risk of issues escalating.
Renewable energy projects are complex and many stakeholders engage with the planning system only occasionally. Developers should therefore seek to improve community understanding of the approvals process, project design, likely impacts of the project, and opportunities for community participation in this process. Clear, accessible communication is critical in demystifying projects, and technical information should be translated into language that is easy to understand, supported by visual tools such as photomontages, maps, and data summaries. Empowering communities through information enables more informed dialogue and supports meaningful participation in decision-making.
Transparency is equally important. Stakeholders are more likely to trust developers who openly share both the benefits and potential impacts of a project. Acknowledging uncertainties and explaining how risks will be managed can strengthen credibility.
Different stakeholders have different interests, levels of understanding, and preferred communication channels. A one-size-fits-all approach is unlikely to be effective.
Developers should map stakeholders early and design engagement strategies that reflect their specific needs. For example, local residents may benefit from community meetings and accessible online resources, while regulators and statutory consultees may require more detailed technical discussions. Landowners, in turn, may have specific commercial or operational considerations that need to be addressed.
Engagement should also recognise varying levels of project literacy. For example, information that may be readily understood by technical stakeholders could be difficult for local communities to interpret. Tailoring communication to audience needs, while emphasising localised benefits, potential impacts, and mitigation measures helps improve understanding and supports more productive conversations.
Engagement should go beyond information sharing to enable genuine participation. Providing opportunities for stakeholders to influence project outcomes, such as turbine layout, access routes, or landscape mitigation measures, can foster a sense of ownership and reduce opposition.
Community benefit initiatives can also play a key role. These might include local investment funds, shared ownership models, or targeted initiatives that deliver tangible benefits to the host community. When designed collaboratively, such measures can strengthen support and ensure that the value of onshore wind is shared locally.
Trust is built over time and can be easily lost. Consistency in messaging, responsiveness to feedback, and a clear demonstration that stakeholder input has been considered are all critical.
Delivering on commitments is particularly important. Whether it is implementing agreed mitigation measures or following through on community benefit schemes, demonstrating that promises are upheld reinforces credibility and supports positive relationships over the long term.
Many community frustrations can also arise from uncertainty about how decisions are made and where influence can occur. Developers should clearly communicate what aspects of a project are negotiable and what elements are constrained by technical, commercial, regulatory, or safety requirements. Transparency around these boundaries helps communities understand how their input will be considered and reduces the risk of unrealistic expectations developing.
Equally important is demonstrating how feedback has influenced project decisions. Closing the loop by explaining what was heard, what changed, and why certain suggestions could not be implemented helps strengthen credibility and accountability.
Stakeholder engagement should not be treated as a standalone activity, but as an integral part of the overall project strategy. Aligning engagement with environmental, planning, and technical workstreams ensures that stakeholder insights are embedded in decision-making. By approaching engagement strategically, developers can not only reduce risk but also unlock opportunities to enhance project outcomes, delivering developments that are both technically robust and socially acceptable.
At its core, stakeholder engagement is about helping communities navigate change. All major infrastructure projects, including onshore wind developments, will encounter some degree of opposition driven by uncertainty, fear, discomfort, distrust, or previous experiences with industry and government.
Where concerns remain unaddressed, opposition can escalate into community outrage, creating significant project risks, including delays, increased costs, and reputational impacts. Once trust has eroded, productive dialogue becomes increasingly difficult and misinformation can gain traction.
While outrage cannot always be avoided, it can be anticipated and managed. Early social risk identification, proactive listening, transparent communication, and genuine responsiveness help projects recognise emerging issues before they escalate. Effective engagement strategies therefore focus not only on gaining support, but on building sufficient trust and resilience to navigate disagreement constructively.
As the pace of onshore wind deployment accelerates, stakeholder engagement will remain a defining factor in project success. By moving from reactive consultation to proactive, inclusive engagement, developers can navigate challenges more effectively and build the trust needed to bring projects forward.
In doing so, stakeholder engagement becomes not just a requirement, but a critical pathway, supporting timely delivery, strengthening community relationships and helping to ensure that onshore wind plays its full role in the energy transition.
Ultimately, successful onshore wind projects are not those that simply meet statutory engagement requirements. They are projects that understand social risk, build community capacity through education and information sharing, work collaboratively with stakeholders to define social performance success, and invest in relationships that extend beyond approvals and into operations. In doing so, engagement becomes more than consultation, it becomes a critical pathway to trust, social licence and long-term project success.
