Application for Amendment of Provisional Atmospheric Emission Licence (PAEL WCWD079) for Increased Diesel Storage

In March 2021, COT received authorisation to store 160 000 m3 of a dangerous goods at its Petroleum Products Storage and Handling Facility within the Saldanha Bay Industrial Development Zone (EA Ref: 16/3/3/2/F4/17/3004/19, dated 2 August 2019 and subsequent amendment Ref: 16/3/3/5/F4/17/3004/B, dated 8 March 2021). In April 2022, COT received a Provisional Atmospheric Emissions Licence (AEL) for this storage capacity (PAEL Ref: WCWD079).
Subsequent to these initial approvals, in April 2024, COT received approval to store a further 90 000 m3 at its bulk storage and handling facility (Ref: 16/3/3/5/F4/17/3018/24, date 15 May 2024), thereby resulting in a total storage capacity of 250 000 m3. The increased storage capacity constitutes a listed activity in terms of Section 21 of NEM:AQA, specifically Category 2.4: Storage and Handling of Petroleum Products.
COT is required to apply for an amendment of its existing Provisional AEL to ensure alignment with the above-mentioned authorisations. The current amendment provides for a total working storage capacity of approximately 223 000 m³, which falls within the overall authorised storage of 250 000 m³.
SLR Consulting (South Africa) (Pty) Ltd (SLR) has been appointed by COT to undertake the required AEL processes and the related public participation process.

In terms of the National Environmental Management: Air Quality Act, 2004 (No. 39 of 2004) (NEM:AQA), read together with the National Environmental Management Act, 1998 (No. 107 of 1998) (NEMA), that the PAEL Application prepared for the above-mentioned project has been made available for a 30-day public review and comment period from 14 May 2026 to 15 June 2026.
Should you and/or your organisation wish to comment on any aspect of the application, comments should be forwarded to SLR at the email address and telephone number shown above by no later than 15 June 2026.
By being registered on the project database, you authorise SLR to (1) retain and use your Personal Information as part of a contact database for this project and/or other EIAs, (2) contact you regarding this project and/or other EIA processes, (3) disclose the database to other authorised parties for lawful purposes, (4) process it for lawful purposes, and (5) include correspondence received in EIA Reports.
