Planning for Housing Opportunities: How Municipalities Are Preparing for Housing Growth Plans

The November 2025 passage of Public Act 25-1, An Act Concerning Housing Growth, introduced a new framework for housing planning to better address diversity, affordability, and accessibility within the State of Connecticut - replacing the requirement for an Affordable Housing Plan, with a Housing Growth Plan. This session will examine how the Town of Stonington, who was in the midst of updating their Affordable Housing Plan at the time, shifted towards preparing for a Municipal Housing Growth Plan, despite competing timelines between state, regional, and local analyses. Panelists will discuss their experiences interpreting legislation, gathering, analyzing, and synthesizing data, and strategizing for housing growth in ways that balance community needs, local and regional planning goals, and evolving state policy.
