Cooke Uranium Project

Rand Uranium (Pty) Ltd (“Rand Uranium”) a subsidiary of Sibanye-Stillwater Limited (“Sibanye”) intends to develop the Cooke Uranium Project, which entails the reclamation of the Cooke Tailings Storage Facility (“TSF”) and the processing of tailings to extract uranium and residual gold (“the Project”). The Project will be located within approximately 395 hectares of land over various portions of the farms Springbok Kraal 359 KQ, Modderfontein 345 IQ, Doornpoort 347 IQ, , Waterpan 292 IQ, Luipaardsvlei 243 IQ, Luipaardsvlei 246 IQ, Panvlakte 291 IQ, Gemsbokfontein 290 IQ, Wildebeestkuil 360 IQ, Rietvalei 241 IQ and Uitvalfontein 244 IQ in the Johannesburg Metropolitan Municipality, Rand West City Local Municipality, Mogale Local Municipality, and Merafong City Local Municipality, Gauteng Province.
The Project would involve the reclamation of the Cooke TSF through surface reclamation (“Hydro Mining”) and the subsequent processing of the reclaimed tailings to extract uranium and gold through a new Processing Plant (“Cooke Uranium Plant”) to be developed adjacent to the existing Cooke Metallurgical Gold Processing Plant (“Cooke Gold Plant”), as well as the upgrading of the Cooke Gold Plant (“collectively known as the Cooke Uranium/Gold Plant”). The Project would also include the establishment of overland waste tails (“slurry”) transfer pipelines between the Cooke Uranium/Gold Plant and the Cooke TSF, overland slurry transfer and disposal pipeline from the Cooke TSF to the Regional TSF (“RTSF”), and supporting infrastructure (overhead powerlines to the Cooke TSF, overland water supply pipeline to the Cooke TSF, and access and service roads).
SLR Consulting (South Africa) (Pty) Ltd (“SLR”), an independent firm of environmental consultants, has been appointed by Sibanye to undertake the Environmental and Social Impact Assessment Water Use Authorisation processes for the Project .
Status
Notice is hereby given in terms of the Environmental Impact Assessment Regulations, 2014 (Government Notice Regulation 982 of 2014) (“EIA Regulations, 2014, as amended”) promulgated under National Environmental Management Act (No. 107 of 1998), that the Background Information Document (“BID”) for the abovementioned proposed Project has been made available online.
This section describes the PPP undertaken in line with Section 6 of the EIA Regulations, 2014, as amended. The aim of the PPP is to co-ordinate a process through which I&APs are informed of the Project and environmental assessment process and are provided with an opportunity to provide input into the Project plan, the assessment and proposed mitigation measures. I&APs broadly refers to all landowners, adjacent landowners, land users, non-government organisations, municipalities, surrounding mines and industries, communities, commenting authorities and parastatals.
To register as an Interested and Affected Party (“I&AP”), please submit your name, contact details, and declaration of your interest in the proposed Project to the SLR contact details provided above.
