Globeleq- Leopards Hill Solar PV Project

Globeleq Services Limited (Globeleq) are proposing to develop a 225 Megawatt peak (MWp) solar photovoltaic (PV) and 150MW/ 600MWh lithium-ion Battery Energy Storage System (BESS) project. The Project site is located along the Leopards Hill Road (D152) on the privately owned Kyindu Ranch, approximately 12 km east of Lusaka in the Chongwe District, Lusaka Province, Zambia.

Gobeleq has appointed SLR (Africa) Consulting Pty Ltd (SLR) and DH Engineering Consultants (DHE) to manage the environmental permitting and public participation.

The Project commenced in 2016. A scoping study and environmental impact assessment, including relevant specialist studies and public participation, was undertaken for the Project between 2016 and 2018 prior to the Project being placed on hold. Guidance from the Zambian Environmental Management Agency (ZEMA) in 2025 required the Project to undergo a new scoping and impact assessment process. The ESIA process, led by SLR, aims to identify and mitigate environmental and social risks to ensure sustainable development.

A new Scoping Report and Terms of Reference was compiled and submitted to ZEMA on 31 May 2025 and approved by ZEMA on 31 July 2025. The ESIA Phase of the project has commenced with the provision of the Non-Technical Summary (NTS) to the general public, as well as the Public Disclosure Meeting, to be held on Thursday, 13 November 2025 at 9am, at Kyindu primary School.

This Non-Technical Summary (NTS) includes the project purpose, location and description, alternatives considered, the status of the baseline environment and the impacts identified.

The NTS is prepared and available for public review from 30 October 2025 to 13 November 2025.
