East Perth Power Station site transformation

Challenge

Covering 8.5ha on the banks of the Swan River, the East Perth Power Station is a vital piece of Perth’s industrial and social history. From its opening in 1916 until its decommissioning in 1980, EPPS was central to the fabric of life in 20th century Perth. It is one of the only large-scale utilities still standing from the time of World War I and contains some of the most intact power generation plant of that period in Australia.

It is now one of Perth’s most culturally significant development sites.

Element Advisory, now SLR were commissioned by DevelopmentWA (formerly Midland Redevelopment Authority) to support their vision to transform the site into a vibrant waterfront community.

Solution

Our team wrote an Interpretation strategy that allows interpretation planning to be intrinsic to the design and included in the development proposal rather than as something that is an afterthought. This brings the tangible assets (plant and machinery) to the forefront of future management and adaptive reuse.

Impact

This milestone piece of research was commended by the Department of Planning, Lands and Heritage. With a focus on inspiring future owners to conserve and celebrate the EPPS history and identity, the work plays an important role in ensuring future owners understand the significance of the site. Importantly, it guides how to preserve and adapt its heritage fabric in future development to create a cultural landmark for the people of Perth.
