Biography

Based in our Auckland office, Rebecca Eng brings more than two decades of experience in planning and environmental policy across New Zealand and the United Kingdom.

She has led complex projects ranging from district plan development and structure planning to large-scale infrastructure consenting. Her work has included strategic planning for major urban growth areas, open space and parks policy, and regulatory processes across both central and local government.

Rebecca has held senior roles in both consultancy and public sector settings, contributing to nationally significant projects such as energy infrastructure, urban regeneration, and transport planning. She has appeared as an expert witness at hearings, has extensive Environment Court mediation experience, and led public and stakeholder engagement across diverse communities.

In recent years, she has focused on environmental policy, supporting organisational responses to planning reforms, and providing expert advice at the executive level. Rebecca is a full member of the New Zealand Planning Institute.
