Biography
Patrick is a Senior Scientist with over a decade of diverse experience as an air quality consultant, working to support a variety of industry sectors in the U.S. He is widely familiar with air quality standards, regulations and permitting programs across the US. He has knowledge of the US hydrogen supply chain and is familiar with a broad range of quantitative measurement techniques for measuring fugitive emissions of various components.
He routinely engages in work pertaining to GHG reporting and climate related programs utilizing his knowledge of process, measurement techniques and reporting protocols. Patrick is experienced in upstream oil and gas production operations and air quality permitting and regulatory compliance matters impacting the petroleum industry.
He is widely experienced with emission factor development involving process simulation, flash liberation, direct source measurement, AP-42 methodology etc. He has completed engineering design evaluations of numerous production tank battery vapor collection and control systems using SLR’s proprietary dynamic model to demonstrate “adequate design” to accommodate hydrocarbon vapors without venting to atmosphere.
