Kabbo Wind Energy Facility (RF) (Pty) Ltd proposes to develop the up to 500 MW Kabbo Wind Energy Facility (WEF) and associated grid infrastructure, to generate electricity from renewable wind energy for supply to the national grid.
The proposed development is located between Victoria West and Richmond within the Ubuntu Local Municipality, Pixley Ka Seme District Municipality, Northern Cape Province. The western extent of the site is approximately 25 km east of Victoria West, while the eastern extent is approximately 33 km west of Richmond.
The project includes wind turbines and associated infrastructure, two on-site 33 kV/132 kV Independent Power Producer (IPP) step-up substations, internal overhead and underground electrical cabling, two (Battery Energy Storage System) BESS facilities, and a 132 kV/400 kV Main Transmission Station (MTS). The facility will connect to the Eskom transmission network via a loop-in loop-out connection to the existing “Droërivier–Hydra 2” 400 kV transmission line.
SLR Consulting (South Africa) (Pty) Ltd (SLR) has been appointed by Kabbo Wind Energy Facility (RF) (Pty) Ltd as the independent Environmental Assessment Practitioner (EAP) to undertake the required Scoping and Environmental Assessment (S&EIA) process and manage the Public Participation Process (PPP) for the proposed Kabbo WEF and Associated Infrastructure.
Status
Notice is hereby given, in terms of the EIA Regulations, 2014 promulgated under NEMA, that the Draft Scoping Report (DSR) prepared for the above-mentioned project has been made available for a 30-day public review and comment period from 18 March 2026 to 21 April 2026.
Should you and/or your organisation wish to comment on any aspect of the draft scoping report, comments should be forwarded to SLR by no later than 21 April 2026.

You may request for your Personal Information to be deleted from the I&AP database at any time by contacting SLR.
