EnviroServ Waste Management - Integrated Water and Wastewater Management Plan for the Holfontein Hazardous Waste Management Facility, Gauteng

EWM operates the Holfontein Hazardous Waste Management Facility (HHWMF), located about 50 km east of Johannesburg in the Ekurhuleni Metropolitan Municipality, and approximately 2.9 km southeast of Etwatwa. The facility lies in the upper Blesbokspruit area within quaternary catchment C21D of the Vaal River Water Management Area, about 400 m from an unnamed tributary flowing into the Blesbokspruit. The HHWMF is a commercial Class A (formerly H:H) hazardous waste facility that has been operating since 1989 and owned/ operated by EWM since 1997. It currently operates under a Waste Management License (WML) (Reference No.: 12/9/11/L21083111621/3/R) issued by the Department of Forestry, Fisheries and the Environment (DFFE) in September 2021. As the licensed footprint is now fully utilised, EWM intends to expand operations through the Holfontein Expansion Project (HEP), which has an Environmental Authorisation obtained from the Gauteng Department of Agriculture, Rural Development and Environment (GDARDE) for the HEP (Reference No.: GAUT 002/23-24/E3829) in July 2024 in terms of the National Environmental Management Act (Act No. 107 of 1998), while the WML is currently under decision-making by the DFFE (Reference No.: 12/9/11/L231218161347/3/N). EWM now plans to submit an IWULA covering both the existing HHWMF and the proposed HEP for the relevant water uses (those not covered in the existing WML).
An Integrated Water and Waste Management Plan (IWWMP) has been prepared to equip the Department of Water and Sanitation (DWS) with a detailed and comprehensive overview of the project. The plan covers the current operations at the HHWMF as well as the proposed expansion of the HEP and serves as supporting documentation for the Water Use License application and related regulatory requirements.
SLR Consulting (South Africa) (Pty) Ltd (SLR), an independent firm of environmental consultants, has been appointed by EWM to manage the IWWMP process in support of the proposed Project.
Status
The draft IWWMP report is now available for a 60-day Public Participation Process (PPP) from 15 April 2026 to 17 June 2026. The IWWMP Report is available for public review period of 60-days. All comments received will be forwarded to DWS.
