David Monro

Biography

David Monro is a Principal Air Quality Consultant with two decades of experience in air quality, regulatory compliance, permitting, and environmental policy. Before joining SLR, David served as the lead authority on air quality compliance and strategy at Portland General Electric, managing site permitting, greenhouse gas reporting, and regulatory negotiations with the DEQ and EPA; he also supported ESG efforts and long term carbon reduction strategies.

David has extensive experience navigating complex permitting and compliance efforts, and in shaping industry positions through rulemaking participation, drafting public comments, and engaging with state and federal agencies. Prior to PGE, he managed Oregon DEQ’s air quality permitting program for the Portland Metro region, overseeing a team of engineers and inspectors and leading enforcement actions, stakeholder engagement, and public participation process. His early career was spent managing stack testing projects across the Midwest and East Coast.
