Celine El‑Khouri is a Civil and Environmental Engineer with more than 10 years of consulting experience in the waste management and resource recovery industry. She has worked across a broad range of waste‑sector disciplines, including landfill engineering and design, sustainable waste and recycling strategy development, waste management facility planning, and contaminated land assessment.
Celine’s current focus includes managing landfill Construction Quality Assurance (CQA) projects to ensure regulatory compliance, conducting comprehensive cost and operational analyses for landfill facilities, including annual operational budget models, developing construction, closure, and post‑closure cost estimates to support financial assurance documentation and due diligence evaluations for potential acquisitions, and preparing technical reports and design packages.
Before relocating to the United States, Celine spent three years with SLR’s Sustainable Waste Management team in Australia, where she supported projects aimed at reducing municipal, commercial, and industrial waste streams, such as undertaking resource recovery technology research, preparing transfer station and resource recovery facility concept designs, and developing waste management plans for new developments, resource recovery management strategies, policy development and data analysis.
