SA Mainstream Renewable Power Round 5 Project Final Layouts and Final Environmental Management Programmes

The “Kentani Cluster” consists of six (6) solar PV projects and associated electrical infrastructure (including a powerline) (listed below), each of which received their own Environmental Authorisation (EA) in June 2016 from the Department of Environmental Affairs (DEA) [now referred to as the DFFE]. 

The  projects have been selected as preferred bidders for Round 5 of the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) Bid window, and in order to meet financial close requirements and comply with the requirements of the EAs (as amended) the Final Environmental Management Programmes (EMPrs) and Site Layouts require approval from the DFFE.

South Africa Mainstream Renewable Power Developments (Pty) Ltd (‘Mainstream’) and its subsidiaries (Braklaagte Solar Facility (Pty) Ltd, Kentani Solar Facility (Pty) Ltd, Klipfontein Solar Facility (Pty) Ltd, Klipfontein2 Solar Facility (Pty) Ltd, Leliehoek Solar Facility (Pty) Ltd, Sonoblomo Solar Facility (Pty) Ltd) have commissioned SLR Consulting South Africa (Pty) Ltd (SLR) to undertake the fine-scale specialist walkthroughs and subsequent finalisation of the EMPrs and layouts in terms of the EAs and NEMA EIA Regulations (as amended) for the following Solar Photovoltaic (PV) Energy Facilities and associated electrical infrastructure:

 Braklaagte Solar Facility Pty Ltd

o    100 MW Braklaagte Solar PV Facility and Associated Infrastructure (as authorised under: 14/12/16/3/3/2/727/AM1 and 14/12/16/3/3/2/727/1)

o    132kV Portion of the shared 33/132kV onsite substation for the 100 MW Braklaagte Solar PV Facility (as authorised under: 14/12/16/3/3/2/727/2)

Kentani Solar Facility Pty Ltd

o    100 MW Kentani Solar PV Facility and Associated Infrastructure (as authorised under: 14/12/16/3/3/2/724/AM1 and 14/12/16/3/3/2/724/1)

o    132kV Portion of the shared 33/132kV onsite substation for the 100 MW Kentani Solar PV Facility (as authorised under: 14/12/16/3/3/2/724/2)

Klipfontein Solar Facility Pty Ltd

o    100 MW Klipfontein Solar PV Facility and Associated Infrastructure (as authorised under: 14/12/16/3/3/2/722, 14/12/16/3/3/2/722/AM1 and 14/12/16/3/3/2/722/AM2)

o    132KV/400KV On-Site Main Transmission Substation (MTS) and Associated Infrastructure (as authorised under: 14/12/16/3/3/1/2460, 14/12/16/3/3/1/2460/AM1 and 14/12/16/3/3/1/2460/AM2)

Klipfontein 2 Solar Facility Pty Ltd

o    75 MW Klipfontein2 Solar PV Facility and Associated Infrastructure (as authorised under: 14/12/16/3/3/2/726/AM1 and 14/12/16/3/3/2/726/1)

o    132kV Portion of the shared 33/132kV onsite substation for the 75 MW Klipfontein2 Solar PV Facility (as authorised under: 14/12/16/3/3/2/726/2)

o    75 MW Eksteen Solar PV Facility and Associated Infrastructure (as authorised under: 14/12/16/3/3/2/717, 14/12/16/3/3/2/717/AM1, 14/12/16/3/3/2/717/AM2)

Leliehoek Solar Solar Facility Pty Ltd

o    100 MW Leliehoek Solar PV Facility and Associated Infrastructure (as authorised under: 14/12/16/3/3/2/728, 14/12/16/3/3/2/728/AM1 and 14/12/16/3/3/2/728/AM2)

Sonoblomo Solar Energy Facility

o    75 MW Sonoblomo Solar PV Facility and Associated Infrastructure (as authorised under: 14/12/16/3/3/2/723, 14/12/16/3/3/2/723/AM1 and 14/12/16/3/3/2/723/AM2)

Notice is hereby given, in terms of the EIA Regulations, 2014 promulgated under NEMA, that the EMPrs and Layouts prepared for the above-mentioned project has been made available for a 30-day public review and comment period (excluding DFFE days of reckoning and public holidays) from 21 November 2022 – 13 January 2023. 

Comments should be forwarded to SLR at the email address and telephone number shown above. For comments to be included in the Comments and Responses Report prepared for the decision-making purposes, they should reach SLR by no later than 13 January 2023.

By providing your personal information to submit a comment, you will be included in the SLR an Interested and Affected Party (I&AP) database, and you consent to SLR managing your information in accordance with the Protection of Personal Information Act 4 of 2013. It is assumed that as an I&AP for this Project you authorise SLR to retain and use your Personal Information as part of a contact database for this and/or other Social and Environmental Impact Assessments (ESIA) and that you confirm your acceptance for SLR to contact you regarding this and/or other ESIA processes.
