Barrack Street Jetty 1 Replacement

Challenge

Barrack Street Jetty 1 in Western Australia was constructed in 1972 and has been in service for approximately 50 years. It is the only public jetty within the Barrack Square facility and is a popular access point for recreational boat users. The jetty also provides services for the charter fleet operating out of Barrack Square.

Jetty 1 is deteriorating and in need of replacement. The jetty site intersects with a Registered Aboriginal Cultural Heritage (ACH) site, Swan River, triggering the need for regulatory consent under the Aboriginal Heritage Act 1972 to undertake the proposed works.

Solution

Element Advisory, now SLR was engaged to undertake an initial Due Diligence Assessment. From this our team determined that the project required an archaeological and ethnographic survey, through consultation with Elders, Traditional Owners and Knowledge Holders for the purposes of a Section 18 application.

We partnered with Snappy Gum Heritage Services and our Cultural Advisor for the project.

We followed the Noongar Standard Heritage Agreement process, and our methodology was based on the Consultation Policy for Section 18 applications associated with the Aboriginal Heritage Act 1972.

Impact

Our team worked with our client to undertake ACH consultation on a significant registered site. We produced a consultation report, documenting the conditions and recommendations identified by the Whadjuk Traditional Owners, for future inclusion to support the Section 18 application. Our final report for the client incorporated all aspects of the consultation and assessments undertaken: archaeological, ethnographic, historical, and identification of impacts of the proposed works.
