Challenge

The Causeway Pedestrian and Cyclist Bridges (CPCB) span the Derbarl Yerrigan from the eastern banks of Point Fraser, touching down on Heirisson Island before continuing to McCallum Park through the town of Victoria Park and nearby Mindeera Springs. The site is on Whadjuk Noongar Boodja (country), with the shallows and mudflats of what is now known as Heirisson Island, being well known as a continual and significant river crossing point throughout the history of Boorloo (Perth), even prior to the arrival of colonists in 1829. It is a registered Aboriginal Heritage Site recognised for its ongoing significance as a cultural, camping, hunting, and meeting place, and as a significant plant resource site.

Solution

Element Advisory, now SLR, was engaged as the heritage advisor for this significant new development. The first stage was collaboration with the Traditional Owners, the Matagarup Elders Group (MEG), followed by a series of yarns (nine), with the team documenting the outcomes into a heritage interpretation strategy.

The strategy's intention was to ensure cultural safety for the MEG and the wider Whadjuk community they represent, as this is a significant place, and the development will impact the Swan River.

The team was also involved in the public art procurement, signage, and wayfinding phases. Consultation with the MEG continued at every stage of the project.

Impact

The strategy has informed the interpretive architectural and landscape design and public art, ensuring the new development showcases Whadjuk Noongar Culture to the world.

The team and MEG representatives also presented the Heritage Interpretation Strategy to the State Design Review Panel for endorsement.
